Find a permanent immigration program for skilled workers

There are five permanent immigration programs for skilled workers in Québec:

  • Programme de sélection des travailleurs qualifiés (Qualified worker selection program);
  • Programme de l’expérience québécoise (Québec experience program);
  • Programme pilote des travailleurs de la transformation alimentaire (Pilot program for food processing workers);
  • Programme pilote des préposés aux bénéficiaires (Pilot program for orderlies);
  • Programme pilote des travailleurs des secteurs de l’intelligence artificielle, des technologies de l’information et des effets visuels (Pilot program for workers in the artificial intelligence, information technologies and visual effects sectors).

Apart from the pilot program for food processing workers, almost all programs are based on your occupation Read the content of the note 1 , which is defined according to a National Occupational Classification (NOC) code. The NOC is Canada’s national system for describing and classifying occupations. It is based on 516 five-digit codes describing all occupations in the labour market.

Step 1

Visit the Qualifications Québec website to find the NOC code corresponding to the profession you wish to practice in Québec. Locate the NOC codes that seem to relate to your occupation, and read the general description of these codes carefully. If you’ve performed most of the duties listed in the general description of a NOC code, this indicates that it’s related to your occupation. So find the NOC code that most closely matches your occupation, make a note of it and come back to this page. Be sure to read all the other information on the code, too, as some professions are regulated in Quebec.

Step 2

The two following components are not based on your profession: the Diplômés du Québec (Québec graduates) component part of the Programme de l’expérience québécoise, and the Artificial Intelligence component part of the Permanent immigration pilot program for workers in the artificial intelligence, information technologies and visual effects. Component 4, Talents d’exception (Exceptional Talents) of the Programme de sélection des travailleurs qualifiés is not included in this tool. It is based on the exceptional expertise of a recognized professional and is aimed at a very limited number of people, which is why it does not appear in the tool. However, it is nevertheless necessary to provide a NOC code.
