You can express your interest in immigrating to Québec to work at any time:
Free of charge
The expression of interest is filed online for free in Arrima.
You do not need the services of a paid person to complete an expression of interest.
If you pay someone to represent you, make sure they have the necessary authorization to do so from the Ministère de l’Immigration, de la Francisation et de l’Intégration. For more details, see the Get represented in your immigration procedures page.
Conditions
To submit an expression of interest, you must:
- Be 18 years and over;
- Intend to reside and work in Québec in a job that you are capable of doing;
- Intend to work for a company over which you have no control;
- Intend to work in a sector that is not one of the ineligible employment sectors listed in the General Requirements section.
Validity
From the moment you file your expression of interest, it remains valid for one full year (12 months).
If you have not received an invitation to submit an application for permanent selection during this period, your expression of interest will become invalid.
You will not be able to extend or renew it, but you will be able to create a new one, free of charge, if you so wish. The information you entered in your first expression of interest will be transferred to your new expression. Make sure you update all the information on it.
If you have already filed an Expression of interest under the Programme régulier des travailleurs qualifiés (PRTQ), you must update it to ensure it stays valid under the PSTQ. Updating your expression of interest does not extend its initial validity period of one year (12 months).
You may also withdraw your expression of interest at any time.
Information to provide
You will need to provide information about your situation, status, education, work experience, and intentions.
You’ll also need to provide information on your accompanying spouse, and on your children, whether accompanying you or not.
Your accompanying spouse can also complete his or her own expression of interest.
- You must enter their expression of interest number in the “Personal information” section of your expression of interest.
- Your spouse must also enter your expression of interest number on their expression of interest, so that the two expressions are linked.
Children under the age of 18 cannot complete their own expression of interest. For example, if you have a dependent child under the age of 18 accompanying you, you must include them in your expression of interest in the “Family situation” section.
You can update your expression of interest at any time, even after it has been submitted. If your situation changes, it is your responsibility to update your information in your expression of interest.
The following documents may be useful in completing your expression of interest:
- Your passport and that of those accompanying you, if applicable;
- The results of your French language tests accepted by the Ministère and, if applicable, those of your accompanying spouse;
- The job offer validated by the Ministère, if you have one;
- Your secondary or post-secondary diplomas and those of your accompanying spouse, if applicable;
- Your employment certificates for the last 5 years;
- Your assessment issued by the regulatory authority that governs the practice of your profession in Québec;
- This assessment applies only if your occupation is on the Ministère’s List of Regulated Professions (PDF 291 Kb) (in French only) and submitted to Stream 3: Regulated professions under the PSTQ;
- This assessment is not mandatory at the expression of interest stage, but you can indicate whether you have any of these documents. To find out more, consult the section entitled Regulatory Authority Assessment on the PSTQ Stream 3 Web page.
How to complete your expression of interest
If you wish to immigrate to Quebec under the Skilled Worker Selection Program, you must log in to your Arrima account or create one if you do not have one (on the new page, click on “Accéder aux services en ligne”).
You can then complete and submit your expression of interest.
From the date you create your expression of interest, you have 90 days to complete and submit it. After this deadline, your expression of interest will be deleted.

Agreeing to be connected to an employer
In the “Consent” section of your expression of interest, you can accept that your profile be visible to Québec companies in the Portail employeurs (Employer Portal – in French only). This portal is a tool that helps Québec companies find foreign workers.
